Oracle Users in 2026: Database, EBS and Cloud Compared

Abstract illustration representing Oracle Database, EBS and Cloud enterprise systems

Oracle isn’t one product — it’s a family of enterprise systems, and “companies that use Oracle” could mean any of three quite different things: Oracle Database (the core data platform), Oracle E-Business Suite or EBS (the ERP/CRM/SCM applications built on top of it), and Oracle Cloud (Oracle’s cloud infrastructure and applications). If you’re trying to work out which companies use Oracle — and which specific Oracle product — this article compares all three, backed by our own verified database of 31,119 companies and 110,034 contacts across the three platforms combined.

How Many Companies Use Oracle?

Across our database, Oracle Cloud has the largest footprint by some distance, followed by Oracle EBS and then Oracle Database:

  • Oracle Cloud: 14,770 companies, 51,703 contacts — the largest of the three in our data.
  • Oracle EBS: 10,279 companies, 37,035 contacts — a large, established ERP install base, with long-term Oracle support behind it (more on that below).
  • Oracle Database: 6,070 companies, 21,296 contacts — the smallest of the three in our data, though many Oracle Database users likely also appear in the EBS or Cloud figures where those platforms sit on top of a Database instance.

Together, that’s 31,119 companies and 110,034 contacts across the three Oracle platforms — a substantial, if fragmented, addressable market depending on which specific product your outreach is built around.

Which Oracle Product Should You Be Targeting?

The three platforms serve different buyers, so “Oracle users” isn’t really one audience:

  • Oracle Database users are typically IT and data teams managing the underlying infrastructure — relevant for database administration tools, performance monitoring, and infrastructure services.
  • Oracle EBS users are ERP/finance/operations buyers running the applications layer — relevant for implementation consultants, add-on modules, integrations, and optimisation services.
  • Oracle Cloud users span both technical and business buyers, and typically overlap with a broader cloud/SaaS stack — relevant for cloud cost management, security, and integration tooling.
  • Because these are distinct buying groups, a single “Oracle users” list is rarely the right target — filtering by the specific product is what makes the data useful.

Worth knowing if you’re pitching EBS users specifically: unlike some other ERP platforms, EBS users aren’t under support-driven pressure to migrate right now. Oracle extended Premier Support for EBS 12.2 through at least 2037 in March 2026 — the ninth consecutive annual extension — so this is a stable, long-term audience better suited to optimisation, integration and add-on outreach than urgent “migrate before support ends” messaging. Oracle Users by Industry

Bar chart showing combined Oracle users by industry, with Manufacturing, Retail and Business Services as the top three sectors

Combined across all three Oracle products, Manufacturing is the largest sector in our database (4,759 companies), followed by Retail (2,886), Business Services (2,433), Finance (2,428) and Software (2,420). That’s a similar pattern to what we see across SAP and AWS — Oracle’s enterprise-grade systems concentrate heavily in operationally complex, data-intensive sectors.

Oracle Users by Company Size

Oracle’s user base skews toward mid-sized and larger organisations more than platforms like AWS or HubSpot. The 20-50 employee band is the single largest group (5,322 companies), but the combined 250+ employee bands still account for a substantial share of the total — consistent with Oracle’s traditional enterprise focus, even as its Cloud platform pulls in a wider range of company sizes.

Oracle Users by Revenue

Grouped bar chart showing Oracle Database, EBS and Cloud users by company revenue band, from $500,000 up to $1 billion+

Combined across all three products, Oracle’s user base skews toward mid-market and upper-mid-market companies rather than the very largest enterprises. The $25 million-$50 million revenue band is the single largest group (7,105 companies), followed closely by $10 million-$25 million (6,093) — together, those two bands alone account for over 40% of all Oracle users in our data. The smallest segment is the $1 billion+ band (996 companies), suggesting Oracle’s real strength is with established, high-growth mid-market businesses rather than only the Fortune 500.

How Many Companies Use Oracle in the UK?

The UK accounts for 4,374 companies and 15,536 contacts across all three Oracle products combined — 1,055 companies on EBS specifically, 599 on Database, and 2,720 on Cloud. As with the global figures, Cloud has the largest UK footprint of the three.

What This Means If You’re Targeting Oracle Users

A few things follow from this data if you’re selling into the Oracle ecosystem:

  1. Don’t treat “Oracle users” as one audience. Database, EBS and Cloud users have different roles, priorities and buying triggers — segment by product.
  2. Cloud is the largest and fastest-growing segment. At 14,770 companies, it’s the biggest single Oracle audience in our data, and the one most likely to keep growing as EBS users migrate.
  3. EBS users are a strong fit for migration and consulting outreach. A large, established install base of 10,279 companies, many of whom are actively facing modernisation decisions.
  4. Manufacturing, Retail and Business Services are worth leading with as sectors — together they account for a large share of all three Oracle platforms combined.
